Talks on renewing Britain’s business ties with Hong Kong will be held during the first visit to the city by a UK minister since China’s crackdown on its civil rights.
The Government has condemned the national security law imposed by Beijing on the former British territory in 2020 after mass protests.
The last governor of Hong Kong, Lord Patten, has said it is "demeaning and delusional" for the UK to not call out China's behaviour over trade fears.
Britain criticised on Thursday what it said was the systematic erosion of freedoms in Hong Kong by the Chinese government and a crackdown on free speech by authorities in the former British colony, drawing an angry response from China.
The criticism was contained in the government's latest six-monthly report on Hong Kong, which was announced in a written statement to parliament.

Dinis Chan* - 23/07/2021

The U.K. highlighted increasing political risks in its latest guidance on conducting business in Hong Kong, pointedly dropping references to relations with its former colony as “positive” and “beneficial.” The U.K. government updated its guidance Tuesday for the business risk level in Hong Kong to include a warning that a China-drafted national security law imposed last year was “already reducing the extent to which the people of Hong Kong are able to exercise their fundamental rights and freedoms.” The guidance also lays out recent political changes in Hong Kong, citing “increasing concerns” about freedom of speech and the risk of police action against perceived national security threats. An earlier version of the online guidance page had said the U.K. “enjoys a positive, forward-looking relationship with the Hong Kong SAR government and mutually beneficial cooperation in a wide range of areas.” https://www.bloomberg.com/news/articles/2021-02-17/u-k-points-to-political-risk-in-new-hong-kong-business-guidance
Britain’s government has said it is considering reviewing a deal allowing its judges to sit on Hong Kong’s highest court over concerns China is trampling on the semiautonomous city’s freedoms, drawing a sharp rebuke from Beijing Tuesday. A sweeping national security law and the purge of pro-democracy lawmakers had raised “serious” questions over China’s pre-handover promise to let Hong Kong maintain certain freedoms and autonomy until 2047, foreign minister Dominic Raab said. “This has been, and continues to be, the most concerning period in Hong Kong’s post-handover history,” Raab said on Monday in the U.K. parliament’s latest six-monthly report on the former British colony. https://www.courthousenews.com/uk-considers-withdrawing-judges-from-top-hong-kong-court/

Beijing threatened on Thursday to stop recognising British National (Overseas) passports in retaliation for London advancing plans to open its doors to Hongkongers holding the status, as city officials offered their full support for the central government’s response.
China’s reaction did not dampen the resolve of some Hong Kong residents to emigrate, with scholars, advocates and immigration consultants describing the British offer for the city’s document holders as more generous than expected and Beijing’s comeback as largely symbolic. https://www.scmp.com/news/hong-kong/politics/article/3094451/beijing-threatens-stop-recognising-hong-kong-bno-passports?utm_medium=email&utm_source=mailchimp&utm_campaign=enlz-scmp_today&utm_content=20200724&MCUID=3d06933c40&MCCampaignID=7a16492cf8&MCAccountID=3775521f5f542047246d9c827&tc=9
– Britain –
Hong Kong’s former colonial master Britain described the law as a “grave step” and “deeply troubling”.
But it said it needed more time to determine whether Beijing has breached its “One Country, Two Systems” promise.
Prime Minister Boris Johnson has previously offered to extend visa rights to millions of Hong Kongers if the law was pushed through.
Chris Patten, the last colonial governor of Hong Kong, called the law “the end” of “One Country, Two Systems”.
The UK has cut off extradition arrangements and arms exports with Hong Kong authorities, in a diplomatic flare-up with China over the
national security law imposed on the city.
The 3 million Hongkongers eligible for British National (Overseas) passports will be allowed to move to the UK for resettlement from next year onward, with more details coming from the government within two days, Foreign Secretary Dominic Raab said in a snub to Chinese threats of retaliation. Britain is also reviewing the arrangement to send British Supreme Court judges to sit in Hong Kong’s top court, as well as training programmes for Hong Kong police officers, Raab said in Parliament on Monday. https://www.scmp.com/news/china/diplomacy/article/3093960/any-uk-move-suspend-extradition-treaty-interferes-domestic?utm_medium=email&utm_source=mailchimp&utm_campaign=enlz-scmp_today&utm_content=20200721&MCUID=3d06933c40&MCCampaignID=b59893d0e6&MCAccountID=3775521f5f542047246d9c827&tc=9

Millions of Hongkongers eligible for British National (Overseas) passports, their spouses and underage children will be allowed to resettle in the UK and given a path to British citizenship, Prime Minister Boris Johnson said on Wednesday. The historic change to the rights of Hongkongers born during the colonial era was announced hours after China officially imposed a sweeping national security law on Hong Kong. Foreign Secretary Dominic Raab told Parliament that holders of BN(O) passports would have the right to remain for five years after which they can apply for settled status – effectively giving them permanent residency. After 12 months of settled status, they can apply for citizenship. Raab added: “There will be no quotas on numbers.” https://www.scmp.com/news/china/diplomacy/article/3091404/britain-give-3-million-hongkongers-residency-rights-and-path?utm_medium=email&utm_source=mailchimp&utm_campaign=enlz-scmp_today&utm_content=20200702&MCUID=3d06933c40&MCCampaignID=bbcad9ee2c&MCAccountID=3775521f5f542047246d9c827&tc=11
As part of that commitment, it seems Britain may offer Hong Kong residents an “emergency exit.”
Britain issued so-called British Nationals Overseas passports to people who were Hong Kong residents before the 1997 handover. The government says around 350,000 people currently hold such a passport and over 2.5 million people who lived in Hong Kong before the British handover are eligible to apply. The British government is proposing to make it easier for holders of those passports and their immediate families to move to Britain, with what it calls a “clear pathway to citizenship” after five years. Prime Minister Boris Johnson outlined the plans in an article for The Times newspaper June 3. “This would amount to one of the biggest changes to our visa system in history. If it proves necessary Britain will take this step and take it willingly,” Johnson wrote. The proposal is targeted both at Hong Kong residents and at the Communist Party in Beijing, according to Professor Steve Tsang of the School of Oriental and African Studies at the University of London, who spoke to VOA on Monday via Skype. https://www.voanews.com/east-asia-pacific/voa-news-china/rhetoric-or-reality-britains-hong-kong-passport-offer-angers-china
A Chinese Foreign Ministry spokesperson on Wednesday urged Britain to stop meddling in affairs of Hong Kong which is a special administrative region of China.
Britain should recognize and respect the fact that Hong Kong has returned to China, and should not use the Sino-British Joint Declaration as an excuse to make irresponsible remarks, spokesperson Zhao Lijian said at a press briefing.
Zhao made the comments in response to British Foreign Secretary Dominic Raab's remarks that the "authoritarian" national security legislation in Hong Kong was in breach of the "one country, two systems" and "this is a moment for China to step back from the brink" and respect Hong Kong's autonomy and its own international obligations http://www.china.org.cn/world/2020-06/04/content_76124643.htm
British Prime Minister Boris Johnson's government may sincerely believe they are battling for their values as they confront China over the national security law for the Hong Kong Special Administrative Region, when in fact they are complicating a much-needed deal, threatening to inflict substantial damage on their own economy,' the nationalist tabloid said in a commentary today. The paper claimed that there were 'many things wrong' with No 10's comments over the Hong Kong matters and stressed that the new security legislation was 'exclusively an internal Chinese affair'. https://www.dailymail.co.uk/news/article-8389141/China-warns-UK-prepare-substantial-damage-economy-Hong-Kong.html
